The one thing everyone will agree on is that the program to replace the Canadian Seakings with the Cyclone helicopter has been a difficult one. One that, according to the CBC, now needs to be re-scoped by changing the project's structure, specifications and delivery approach. There is lots of room for finger pointing, but from a systems engineering perspective we should begin thinking about how we can learn from that experience and avoid it on our own projects.
